Is there a program that disassembles a RAW graphic file?

I want to edit a RAW file 20,000 by 10,000 pixels; my comp can load it up, but actually placing text over it takes forever. Is there a program that can take such a file; split it up into smaller parts, and then reassemble it?

Why not just photoshop with the RAW plugin installed?
