Rebel Propaganda
The Federation leaders uncovered historical databases detailing a mighty Empire falling to an unlikely ragtag group of rebels, and from such they garnered hope of meeting such rebels in a distant galaxy.
Only, it was a false hope.
You see, the "historical databases" were nothing more than rebel propaganda leaked to the Federation by Imperial agents. In actuality, the foolhardy attack on the Death Star failed, and the Rebellion was mercilessly crushed. Even now, Imperial operatives are in position to overthrow key leaders throughout the Milky Way galaxy and make way for Imperial rule.

Though very possible, the Imperial blunders at Endor were a key part to the Rebellion's victory.In actuality, the foolhardy attack on the Death Star failed, and the Rebellion was mercilessly crushed.
Why? What's the Empire's motivation? Besides that, what's the Feds motivation to nmake contact?Even now, Imperial operatives are in position to overthrow key leaders throughout the Milky Way galaxy and make way for Imperial rule.
A single sector fleet can conquer the entire Alpha Quadrant, so there is no need to play changeling.

Maybe Palpatine got tired of not needing to manipulate things from the shadows anymore after becoming the unquestioned ruler of his galaxy, and so started to launch convoluted schemes to undermine the governments of civilizations that he could easily conquer by force, simply for sport.
