I am not aware of evidence that the new humans, whom I am only aware of from the Motion Picture novel, have any specific implants or psionic techniques that produce a collective mind as opposed to the style of 'subsuming one's self into the group' that can be observed in any number of radical groups in reality and fiction. I would suspect that you could call anything from a Fascist black-shirt to a member of COMPNOR 'subsumed' in their conformity, without their having a functional collective mind.

It is entirely possible that this author has interpreted Mr. Roddenberry's description of the new humans too literally in that regard. Although radical extremism does not qualitatively 'feel' right in the idealized Federation he describes, you are correct in saying that it is a possibility. In such a case, obviously, Palpatine's contact with new humans would have no greater significance than contact with any other segment of human society in the Federation, except insofar as he has experience in dealing with radical extremists (the totalitarian devotees of COMPNOR and the New Order Party, as you mentioned).
