Can they?
Can hand blasters actually do damage to star wars vehicles? lets use for example,
1. Hans blaster from A new hope
2. a stromtrooper blaster carbine
3. a big tattooine stormie gun.
lets use for vehicles:
1. The millenium falcon
2. an AT-AT
3. an AT-ST
4. a snow speeder

The MF has light starship-grade plating. Nothing short of an E-Web will do any damage (although the large stormy rifle might be able to penetrate.) At-Ats could withstand field turrets with enough firepower to blow an AT-ST in half. Think about it. AT-STs are probably highly resistant to sidearms as well, although they do have vulnerable points that could be destroyed under heavy assault. I would imagine Snowspeeders would be armored similarly.

Stormie blasters were making some serious sparks when blasting the Falcon on Bespin, but neither Lando nor Chewie seemed to worried about permemant damage, nor did Han when Stormies were shooting his ship up on Hoth.2. a stromtrooper blaster carbine
However, Stormtroopers did shoot up a Sandcrawler with presumable their E11's and the light repeating blaster. So again, I'm sure that lightly armored craft would be suseptable.

Were the Stormtroopers on Bespin using full on blaster rifles or just the blaster carbines?

They were carrying other weapons (larger, longer) besides E-11s on Tatooine however. In that particular scene (shooting up the Falcon) though I don't know...
There is a chunk blasted out of the Falcon, but that seems to always be there in the movies, from some unseen battle or impact.

fun/fantasy movies existed before the overrated Star Wars came out. What made it seem 'less dark' was the sheer goofy aspect of it: two robots modeled on Laurel & Hardy, and a smartass outlaw with bigfoot co-pilot and their hotrod pizza-shaped ship, and they were sucked aboard a giant Disco Ball. -adw1

In all those cases, I would suspect those were acts of futile defiance or anger. While the Falcon has armor, it's not seemless armor. And regarding Dooku's ship-- most probably it already had shields up. One would hope that the Count of Serenno was intelligent enough to purchase a pilot droid which wasn't stupid... the droid, being aware of the battle going on, would've probably put up its shields as it lifted and exited the hangar.
If not shields, then we can likely reckon that space-capable craft in SW are made out of some pretty damn tough materials, as they should be... airspeeders like the snowspeeder, on the other hand, it depends. Snowspeeders, being cheap light vehicles-- essentially the SW version of a Piper Cub with two .50s and a winch strapped on-- would be practically unarmoured, easy meat for the AT-AT blaster cannons.
It's a strange world. Let's keep it that way.

True enough. I couldn't quite remember if anyone besides Leia was firing, but quite possible even without rewatching the scene.
Also, Dooku does slash his own ship with his saber in the fight with Yoda, IIRC.
