They can use any means bribes, elections, religions, secret societies, black garbed evil creatures roaming the streets etc. etc.

Please note they can only kill their own minions, and nothing else. They can only show themselves to their own minions. They cannot build anything, nor can they use their abilities to see the future. No-one can simply frag the planet and claim to win.

I'd say the Master has the better chance in this one. In his various attempts to either take over Earth or set it up for destruction by alien invaders, the renegade Time Lord learned how to infiltrate and manipulate Earth bureaucracies, governmental agencies, and even religions. The Master understands human weakness and greed, and takes advantage of these traits to further his own ends with consummate skill. He can corrupt individuals and institutions, and set himself up at any level of authority he deems necessary. He could gain access to Earth intelligence and security networks to monitor the activities of his competitors and thus have the edge.

The Master takes this one in a year, tops —unless the Doctor is around to stop him, of course.

He is capable of influencing his enemy to the point where they work for him without even knowing it. The C'Tan are all incredibly old, with ages in the tens of millions of years (and probably more, because that was wehn they were FIRST discovered, so they may have been alive for a lot longer than that)

This was a test to see who is the most devious not who can beat the others over the head (hell any of them could beat thrawn then.) The objective is to start a religion (Jehovah cannot use the pre-existing ones) or secret society to worship them and generally corrupt people. Not eat the sun...

Ignoring the fact that the deciever is just a less-powerful Tzeentch ripoff, I'd say he takes it.

While he's certainly not the most powerful of the contestants(At least not after stasis.) He is the one FAMOUS for intrigue and deciet, while most of the others rely at least somewhat on more direct methods, which are going to be somewhat less easy and certainly more time consuming than manipulating your way to the top.

The Deciever benefits the most from the scenario rules, and until he gets his butt handed to him by Tzeentch, the TRUE master of intrigue and deception (No I don't care if Tzeentch isn't even in the contest, he'll find some way round the rules anyway.)

Not exactly if they met in a realspace only area it would be over pretty quick though
