In what way?

Padme Amidala, Mon Monthma and Bail Organa could be considered powerfull dispite the fact none of them are force users and/or skillfull fighters.

Just to stay on topic (as if there ever has been one), the most powerful was, is and ever will be emperor Palpatine. A sith lord able to assrape soe of the (considered to be) best Jedi without even getting noticed by them, and supreme commander of the imperial fleet. Hard to top this.

Well apparently Luke beat Wankantine in one of the DE comics so it would appear he actually tops Wankantine by then. But I never read them so don't quote me on that.

but if I can choose only one person it's Dath Sidious (he may not be the most powerfull in each category, but he has the best ranking over all).

Do you mean the apprentices shoving around the ISD fleet when focused on the Massasi temple? It did leave one of them a burned out husk, and the temples were stated to give them a incredible boost (Although the whole thing was as you said wankish).

Of course, the Sith Lords were more keen on conquest than outright destruction, so Ragnos didn't have to worry about some overly ambitious Sith Lord dropping out of hyperspace and destroying the throne world. Even great Naga Sadow used his ship's supernova-causing weapon only once and in desperate situation when the Republic forces had entered the Sith empire and were tearing his battered fleet to pieces - and it was a close call even for him.
And Aleema Keto wasn't too weak in the Force, in any case - she was able to conjure gigantic illusions and although clearly fatigued after using Lord Sadow's great weapon, she was merely sweating and panting, while Dorsk 81 had been utterly ravaged by the Force energies he had unleashed with the other Jedi students on Yavin 4.

I'm not saying that Lord Ragnos wasn't powerful - hell, he had the Scepter of Ragnos and was able to maintain an iron grip on the throne for a century, according to WotC's Dark Side Sourcebook, so calling him weak would be outright lying. But that supernova weapon could be used by anyone with the ability to use (dark side of) the Force. And unlike Palpatine, Ragnos could not return to life unless an outside agent would resurrect him (the whole point of Jedi Knight II: Jedi Academy is based on that), while Palpatine could find independently a new host for his spirit.
And most of Exar's achievements were done either through the power of Freedon Nadd (Exar's miraculous healing after his body was shattered), a Sith amulet (Nadd's destruction), or a Sith holocron (converting a group of Jedi Knights to the Sith cause). But he was clearly powerful in his own right - witness his Sith spell that forced the entire Republic Senate to silently witness the murders of both Master Vodo-Siosk Baas and the Speaker of the Senate, and the release of Lord Ulic Qel-Droma, a sentenced war criminal.

As to topic at hand... I'd say Palpatine is the most powerful character in Star Wars so far: a Dark Lord of the Sith (most powerful, it appears, although Essential Guide to Characters noted that Vader was coming dangerously close to Palpatine's level of power) and the tyrant of the entire galaxy. Quite a resume.

All in all, Palpatine is the most powerful, at least during most of his "career", but I have always been interested in Darth Nihilus's planet-draining ability. I believe the destuction of Katarr was the most destructive unassisted force power ever mentioned, at least in loss of life, but Palpatine's force storms are far more versatile.

Revan did list people. He just did it in three seperate categories: The person with the most Force power is Wankatine or one of the ancient Sith Lords; The person with the most political power is Palpatine or one of the leaders of the Alliance for restoring the Republic; The person who controls the most military power is Emperor Palpatine.

Since I've never delved into the New Jedi Order series, how powerful does Luke Skywalker turn out to be as a Jedi Master? How does he rate against the "classic" Jedi?

The NJO authors nerfed Luke and Mara so they wouldn't steam roll the Vong.

However, Luke did move a mini-black hole using the Force

If we're talking about characters from the movies, then I would put Mace Windu near the top. He gave Palpatine his new 'facial' with less effort than Yoda tried to. The only reason he lost the fight was because of Plot.

Palpatine would then be at the top for Political and Military power.

I'm a firm supporter of Palpatine as the number one Sith Lord of all time. While he may not have been as powerfull in one small aspect as some of the ancient Sith he was extraordinarily powerfull in all aspects of the Force.

He was a master of efficiency, he didn't need to drain the life from a planet, he would just order a BDZ. He wants a star blown up, he gets the Suncrusher.

He is also the only Sith to actually fulfill most of the Sith goals, those being destroying the Jedi order and taking over the Galaxy.

So Palpatine gets my vote.
