Can I post the start of diplomatic relations with my neighbors (that would be Silver Flame, Gaian Compact, and The Collective)? The current events going on aboard the Ganymede seem to be too interesting to interrupt with such things as the start of realations a quarter of the cluster away.

It'd probably actually be better to write up your history and description of what your power is like first. That really dictates how your power behaves, and would give a better understanding of how to build up your forces.

I would be happy to make contact with some one new, just send a ship near my territory so I can take it over... er conduct diplomatic negotiations.

I think I have everything worked out, and I can always change the unimportant bits if I missed anything (not anything game-changing though, I am stuck with a bad roll if I screwed up).

I already did and sent it to Matt. My usual hostings have been tempermental lately, heck photobucket is down right now... atleast for my end. In any case, if he is the one hosting the original image it would be best for him to change it so there isn't a number of outdated maps posted.

If I were to guess, I'd say they are in that giant gap that is (mostly) in Quadrant IV of the map. The one (vertically) between the Benefactorns and Avalonian League; and (horizontally) between the Khar Imperium and the right edge of the cluster.

edit: image replaced with one that's both smaller, and has had the JPEG compression artifacts mostly removed (first being a result of the second). Problem with not all of the type being very good after the cleaning, but that's mostly due to people using too small of a typeface.

So who is moving the action forward in the actual game right now? I think I will pop in when the current action has died down (since there is no reason for me to have been at the current meeting) probably with an exploration probe coming in contact with another players exploration forces or outposts.
Well, the current action is going on close to the galactic core, so you don't have much of an excuse in suddenly popping up. That said, you can feel free to extend contact with your neighbors.
It would probably be a good idea to have your power establish contact in a manner befitting its philosophy. For example, my Avalonians are an extremely insular power, with a good portion of it's point-value allocated into defense or cruisers and small capital ships for border work. We're probably not going to initate contact, and any diplomatic contact will be limited at best.
Indeed, that was what I was planning to do. My race will know that the other races exist, having more than likely come across relics of the old civilisation in their explorations as well as being constantly bombarded with the communications and other radiations of active and "talky" peoples.
The Diem, being such loners and individualists, would have a much lower communications output and probably at lower power due to smaller size of their "empire" meaning that they would most likely be a surprise. Not a large one though, new races are probably rare but not unheard of.
Exploration will be important for its own sake, for the slow expansion that my race has enjoyed and also to create some sort of buffer between a hostile (how many blasted systems might they have run across from the war?) galaxy and their vunerable selves.

I was considering contacting Thirdfain's race first (because of its size it would have a much larger area covered with its own exploration teams/outposts) but I noticed he was inactive ever since around half way down page 2 of the diplomacy thread. Is he still playing?

Here are footnotes relating to my first post on the Diplomacy thread:
You might notice that it only consists of a meeting that happenend several weeks in the past. I won't be posting the part were my ships meet the neighboors (ie the present) until tomorrow. Just reminding people that I'm still here. The developing Diem/Gain meeting will probably develop into a thee-way due to sudden Deus-Ex Machina.
I'll also be adding a second minority to the Republic. The I've thrown the idea around my head for quite some time. So now the Republic will consist of: Mekidar majority, Human minority, Shivan rip-off minority. Note that unlike the Freespace Shivans, these guys are not crazy Xenophobics with a weird mandate to exterminate anyone with FTL capability. I'm mostly copying the physiology, minus that weird bio-energy weapon. I will update my nation description post sometime before Hell freezes over.
In case any one is wondering, any further changes I make, if I make any, would be so minor you wouldn't notice.
Power ratings are done relative to the 4000 point Mekidar Republic. In other words, a 1 = 4000pts, 3 = 12000pts, .25 = 1000pts, etc. Yes there are mistakes there, you can't expect perfect accuracy (and Beowulf is a stealthy nation).
I have a small point to raise, I think being able to tell where another persons worlds are, what their tech level is and how powerful they are simply through ultra long-range scanning is a bit much. For a small player like me, it means that at any time anyone larger than me can one-round me knowing where to hit. Also, if this level of detection was possible, the meeting at the galactic core would be far different since everyone would already know of everyone else.
If nobody else agrees with me I will stfu and drop it.
Perhaps the UltraRadar thingie that the Mekidar have is some Previous Age Technology, or is just very sensitive.
Khar FTL Detectors surely can't do the stuff. Hell, if Raxmei ever posts again, it's noted in my reply to his hail that his Ships were extremely close to translating into a Khar Imperium system (within an hour, IIRC) before they could be detected and intercepted.
However, Stormin, based on replies of many human races that some sort of detection might be possible. Many posts have confirmed "Yep, it's the Khar" or the like as I remember it, despite the fact that the Khar have been absent from the galactic community for nearly 1100 years.
The Concord confirmed my ship's nationality as "the Khar" in a knowing manner despite knowing the Age of Silver/Steel and thus one of the myriad of nations active during that time (the Eqqarya/Khar Empire of the past) as at best a vague myth. Perhaps they detected Khar TV Broadcasts and Radio Transmissions (KNN?) or something.
