First of all, the moment the Empire finds out the Rebels have this policy, they'll start planting agents in the Rebellion. The Rebel leadership may be idealists, but they aren't so stupid or blind that they'd blithely give the Empire that big an opening. Second, this policy would shred unit cohesion. I don't think the rank-and-file are just going to smile and accept these defectors as comrades, letting them watch their backs in a fight.
I got the impression that a large portion of Alliance personnel was made up of defected imperials. Many of the pilots in Rogue squadron were ex-imperials. Even Biggs Darklighter and Han Solo were Imperials for a short time. After ROTJ, the even let Soontir Fel in. It seems that a large portion of the rebel's military training actually came from the imperials.

Vratix rebels, no way affilated with rebel alliance in any way shape or form until Bacta War.
I'm going to concede this point, because I can't find my copies of Rogue Squadron or Krytos Trap. that's not quite how I remember it going, but I've got nothing to back it up.
Unleashed criminals unchecked on the civilian populace of Imperial held worlds(Wedge's Gamble).
One operation only and measure were taken to make sure they didn;t just shoot random civilians
What, setting another criminal in charge of keeping them in check? We see no evidence of any Intelligence assets put in place to keep them from running wild, as the first clue that they have of the criminals running wild is when they try to kill Corran Horn.
Advocated the shooting of random civilians as a terror tactic(Bacta War).

From an Indepedant Rebel who was chucked out of the Alliance because she was crazy. The Actual RA operative (Iella) was disgusted.
She may have been chucked out(although there's no direct evidence of that, just a quote saying that she works outside the NR), but nothing done about her, and apparently Wedge Antilles, Hero of the Rebellion has the psycho-bitch on speed-dial.
Failed to attempt to recover possible survivors from a disabled Imperial ship headed towards certain destruction(Bacta War).

How the fuck were they supposed to do that? they had a couple of dozen fighters and freighters that were used to do there stuff. They recovered escape pods, thats all they could manage.
Gee, maybe the fully functional Alderaanian War Cruiser that just turned up might have been able to do something about that? But they don't even bother to try.
Kidnapped child actor with intent to kill(Wraith Squadron).

Rebels who were chucked out of the Alliance for being too radical.

All we hear is from Face, who calls them 'Ex-Alliance Extremists'. No proof of them being kicked out, or that this wasn't just a face-saving measure after the op backfired.
Forgive me if I don't think this track record speaks well of their likely treatment of their enemies.
None of the above has anything to do with the treatment of prisoners what so ever. Nor are they indicative of the RA's typical behaviour.
It shows their general value of enemy lives, and the lives of anyone who happens to be living peacefully on the same planet as the enemy.

You want more examples of their disregard for life in general, which makes me think they are going to be careless of captured enemies in specific?

For years, they feed their pilots lines of bullshit about Ties not being equipped with escape pods(neatly contradicted by footrage from the movies). As a consequence: A: Their pilots don't even know that they can eject when they wind up piloting Ties, and B: their people feel no obligation to atempt to rescue any Tie fighter pilots from the opposing side that do happen to eject, as clearly that's just a larger than normal piece of wreckage.

Pinnacle Base. They know that there's an undeveloped sentient species there, and as far as anyone can tell, only there. They know the Empire knows where they have set up shop. They know that the reborn Empire can build Eclipse class Star destroyers and World Devastators. They leave their base on this moon knowing all of these things, which makes them incompetent in the extreme, and extremely uncaring that their actions doom a species to extinction if they ever come under serious attack.
