I've always assumed there was an intent to punish Taris because of its "haboring" Bastilla thus I wasn't sure whether he wanted a full BDZ or simple devastation with survivors. From your interpetation then we could say he wanted a full BDZ. Admitting my memory is foggy - didn't it show survivors? I guess I shouldn't have posted without reviewing it, but it is a 4GB install.
apart of the main "heroes" there's only one survivor shown (who was implied to have left during the bombarment) and none other is implied

Now, the cutscene doesn't show anything near what a BDZ bombardment should look like - but there's no question that it destroyed the infrastructure. Like Lord Revan said, there is only one known survivor, Calo Nord, who could have left right after Revan and Co, by immediately contacting the Sith fleet about his information.

In K2, Carth goes on to describe that "no building over three storeys was left standing", which suggests that there would have been survivors - but Carth left Taris before it was completely totalled, and the similar Sith destruction of Telos seems to have killed everyone still on the surface. You don't need BDZ level firepower to wipe out all life - after all, we as human race can do that today (with the possible exception of cockroaches...).

It might be interesting to compare the surface fireballs with an Earth-sized planet, just for fun.

EDIT: Okay, I did it. When the Ebon Hawk takes off from Taris, you get to see an overview where a Sith sharkbite ship blasts the surface city. These blasts are obviously much larger than those we see up close, some of which only makes holes in the multi-km skyscrapers.

I superimposed a screenshot over a Apollo 17 earth picture. I chose the closest to the viewer (and hence, largest) fireball, coloured it in so it could be spotted in this miniaturized scale, and I got a fireball size of two pixels. Needless to say, this isn't a very accurate measurement. But at any rate, it gives a blast radius of about 30 km, which according to the handy nuke calculator turns out to be 40 GT.
