Take a GCS, strip out everything and I mean everything that a human crew would need. Strip out the weapons arrays, most of the shield generators, most of the fusion reactors, all of the lifesupport, the crew quarters, the shuttlecraft, the tractors...
Basically, turn it into a flying warp drive, with nav-deflector, basic computer (not the gigantohuge multi-story beasts a GCS has) and one other thing.
Antimatter. Loads of it. Stuff the ship to the gills with matter and antimatter, arranged to provide the best possible bang for the buck. Program the computer to drop the containment forcefields on the moment before impact, and to set a warp speed collision course with the ISD. If all goes well, a massive, huge explosion will suddenly hit the ISD.
Of course, I bet you couldn't fill a GCS with enough A/M to do the job. Still, that's their best bet, barring crazy phase cloak antics which may or may not work.

Acutal..... its not like you can STACK antimatter in the holds or anything, you do need a few hundred POUNDS of Anti-matter to get the job done(Based on the number of Grams in torps and the number of torps nessary to get down a shield section)Antimatter. As for a fesiable Ship it would have to have Andromida style Missle Launch figures execpted.. ooh three times that, It would need Anime sized missles spreads of 10k Per Second if it wanted to stand up, Remeber it needs to pump out 216,000 Quantum torps to take down and ISD's shields even with miniun figures....

There more powerful than Regular Proton Torps but not more than Quantum torps last I checked which are rated at 128 Megatons so thats not to likleyThe feds could beg the romulans for the plasma torpedoes used in TOS. I heard them are gigaton level.

how about this:
retrofit a cargo ship with a phase cloak and massive antimatter containment grids. the trick would be to manuver as far into the dome protecting the solar ionization reactor as possible. i'm not entirely sure how well phased matter would pass through the neutronium enriched armor, but it just might work.

The ideal ship would probably be something in the defiant style since it would be impossible to build a ship capable of beating an ISD in a fair fight anyway. So the Fed/Trek don't fight fair...
They need to build some form of missile capable of bypassing both shields and armor since they dont have to power to breach either by simply blasting away at them. So we build a torpedo with all the shield/matter penetrating technology we can scrape up.
The Transphasic torpedoes seems to have some ability to bypass shields as did the, IIRC, Krenim temporaly distorted missiles. Use both of them and any other trick out there. install a phased cloak on the missile to get it through the hull, or a transporter/replicator to beam antimatter into the ISD. Once a kilo of AM makes it aboard a ISD the blast it creates will be contained by that faboulos neutronium hull and vastly increase the damage inside the ship.
The ISD will probably still require alot of killing but the Defiants are designed for massproduction so the Fed should have alot of them to send. Naturaly the party will be over the moment the Imperials find a way to block the shield/hull penetrating effects and then...
