Although he's on PPT, and has a few officers... but 400 million Naq?

The rank is 6000+. Which means that huge army of 125,000 of his must be either untrained, or unarmed. When PPT runs out, crush this person. None of the officers seem to be a challenge. (I'll repost on the other thread)
