You're going to need a lot of covert units for that. Maybe boost your covert level if you get extra naq, have no units, and restored weapons to the level you want them at.

Though now I can't launch any attacks. It just keeps saying "You do not have any armed attack force!". It also says I have 142 turns and my strike action has gone down to 0.
I still have an army of well equiped people....I'm guessing I've hit some kind of limit?

Second is a rank that replicators can give to one of their officers. Much like how Tauri can give Colonel, and the Goa'uld can give First Prime. I'm not sure what the Asgard can give.

Check your armory. Your weapons accumilate damage and they must be destroyed now. You're going to have to buy more.
After every attack you should repair them.

One of the main mechanics of the game is to upgrade your unit production. The higher it is, the faster and more units you can churn out for your army (and money when you assigned them to the mines).
If you need quick cash, train a small attack army, buy a couple attack weapons, declare war and attack someone with around 50-60 million naquadah in the 600+ rankings. Buy a couple covert units first and spy your target if you want to make sure they won't kick your ass.
