The Zennoth law, devised and invented by Robot's and first appears in "Robot's and Empire" by Asimov.
It's gist is that robots should protect all of the human race even above individual humans (It took a while for models to handle this, the robot that worked it out "blew a fuse" after he implemented it to save the population of earth and start the emigration that would found the Galactic empire).

I like the idea of a Zeno-th law.
In any case, I don't think it's a model issue -- R. Daneel Olivaw stuck around for a freakishly long time, and he was barely a newer model than R. Giskard. I think the 'killing at least one and possibly millions or hundreds of millions of people' part was a major factor, as was Giskard's excuse, that, TP or not, he just never quite got into the human ways of thinking as much, and so could not be sure of the justification.
In that sense, it's a model issue, but the appropriate model had already been built before the law was devised.

Oh for fuck's sake it's the Zeroeth law, or something like that. Because there are 3 laws of Robotics numbered 1, 2 and 3, so R. Daneel Olivaw's "friend"bot whose name I can't recall made it up.
