All the non-god powered characters in all the fictional universes are dumped into an alternate reality created by Q. In this reality, regardless of one's original strength, there is only one factor in dererming how powerful you are.

Angst.

So, who will be the new Strongest Person?

I can think of people with more angst than Shinji (hard, but possible).

Arima from Kare Kano is neck and neck with Shinji.
So is Shuji from Saikano, most of the time.
However Episode 9 Shuji and Episode 9 Akemi utterly own Shinji in terms of angst.
Chise is clearly superior to Shinji, though not to the extent of Episode 9 Akemi. (Chise and Akemi are also from Saikano)
Seita from Grave of the Fireflies.

Cogliostro betrays spawn. He tricks him out of the throne of hell so that he could grab it himself.

His reason?

Cogliostro is CAIN. Yes ladies and sith lords, Cain. As in the death of Abel. As it turns out, hell was created specifically FOR HIM, and he had sworn to himself that he would never serve a day in hell.....he has kept his word.

After grabbing the throne of hell, he dumps what looks likeAl Simmons not spawn back on earth, without his hell spawn suit, into some raggity back alley.
