I don't know about that. While it is true that the Sith are undeniably evil, their evilness, in my opinion, was heavily overstated in the EU. George Lucas himself is quoted as saying that Palpatine actually thought he was doing a good thing by creating the Galactic Empire...bringing peace to the galaxy and so forth. For all their alleged brutality, the Sith rarely do anything without having a motive for doing it. Assuming I was a valued Imperial officer, I imagine the Emperor would be more inclined to keep me around than kill me for the benefit of having an entire planet all to himself (a dubious pleasure, to be sure, unless one enjoys extreme isolation).

This is actually exactly what Palpatine did with Byss; funneling a great deal of Imperial resources to his private fortress world, including dark jedi and skilled commanders, especially after his "death" at Endor. Nearly allowed him to retake the galaxy, actually.

Yes, but my point being, he did not live on Byss in utter isolation. Nor did he needlessly dispose of senior officers in the process, but rather, as you said, kept them with him.

Well, since the entire Galaxy is not a threat, then I would pick either the Breen or the Talosians (assuming the latter are not already dead)

Everyone on on side of the Galaxy has that saying "Never turn your back on a Breen". There's got to be a reason.

I wouldn't know who I'd do in. That being said, I could totally see Sonneburg 'genociding' Neelix - I mean, the Talaxians.

He'd just personally shot all the others in the head, and to make up for the lack of numbers, he draws it out longer. (In other words, instead of billions of deaths, he just draws out Neelix's death a billion times longer than it would be otherwise.)

Hell, there's inspiration from Voyager itself. He could steal his lungs and set up holographic replacements again, and everytime Neelix attempts to protest he gleefully presses the 'off' switch. And why stop at the lungs? He could just remove each one of Neelix's organs, one by one until only the brain is left. And all of it would be connected to a holographic body, which could change at whim. Like his stomach can burst and transform into a worm, which eats his torso, which regenerates. And of course, the actual rest of the body is recycled in some replicators to form toilet paper, which is given as a birthday present to Tuvok.

Why wouldn't anyone wipe out everyone? Kill everyone and just rape the planets of natural resources or start colonies or something. Why would the Empire want to have the responsibility of controlling even more people?

Well... it is kinda what empires do. Expending the resources to wipe the entire galaxy clean of sapient life, will feazible, simply wouldn't be cost effective, and if word ever got back to the home galaxy, even those aristocrats who shrugged off rumors of genocide of a few single-planet species might raise an eyebrow. Far better to destroy their ability and will to fight, exterminate or contain the truly controllable species, and make the whole shebang simply another protectorate.

I'd also order my captains to think creatively in coming up with ways to execute my Exterminatii, and reward them as well.

Two reasons. One is the natives are a useful source of slave labor-- the Empire enslaved the Wookiees so they'd have enough workers to build the Death Star, after all. Two is the tax revenue the Empire can collect from anyone who isn't enslaved.
