Another Empire vs. Feds with a twist scenario

The Empire is invading the Federation, but this time the Federation is controlled and led by a Culture Mind. They are unable to build Culture tech or make any improvements to their own tech that require tech the Feds didn't previously have access to.

Could the Mind's superior intelligence defeat the Imperial invasion force?

No. Regardless of its intelligence, the resources possessed by the Federation are simply not sufficient to deal with the Empire. It matters not how smart you are if all your ships cannot dent the enemy flagship and take months to travel when the enemy takes hours or days.

I just thought of something: A Culture Mind is stated to be smart enough to easily talk a perfectly happy, normal person into commiting suicide, so what if they just hailed the Imperials and talked them into retreating or self destructing all their ships?

What the hell is mimetic warfare? They send mimes into space that somehow mime into existence an impenetrable wall or something?

Can somebody provide an example how a culture mind talks someone into committing suicide? Because this whole thing sounds like total shit to me.

Why is Culture minds talking individual people into suicide even a concern? I don't know the culture novels but I rather suspect that was in extended conversation. Why in Valen's name is that relevant in a combat situation?

Then they stop hailing ships. This falls practically under one of the OLDEST tactics used. A what if one side had real tacticians and the other is lead by a two year old. To wit, the combined forces of 2010 lead by George Bush the lesser versus Alexander the Great and his army at it's height....he's not fucking winning.

In the end, the Culture brain makes not a whit of difference and leaves to greener pastures knowing it's only chance of success is to cheat.
