No. Regardless of its intelligence, the resources possessed by the Federation are simply not sufficient to deal with the Empire. Why is Culture minds talking individual people into suicide even a concern? I don't know the culture novels but I rather suspect that was in extended conversation. Why in Valen's name is that relevant in a combat situation?
