I would just like to point out that there are many things in Cultureverse with power rivaling or surpassing Culture, even in their own galaxy.

Crap load of energy? Where did you pull that one out of… A stranded Vedran with limited equipment due to the Kalderans trashing it pulled it off in "The Fair Unknown". Your big problem is getting your hands on enough Voltarium to power the tesseracting. A single nova bomb though contains enough to tesseract an entire system. One thing the Commonwealth has in abundance is nova bombs.
