A complete BDZ wouldn't be necessary. Like you suggest, they could simply threaten to glass San Francisco or any other major place of importance. The Feddies, being the spineless pansies they are, would surrender quickly to the CC. The only way I can see any ship POSSIBLY surviving the CC is if the defending ships of the fleet (or what was left of it anyway) were to all go to warp, each ship with a different course and heading. The CC certainly has the speed and range to catch any of them, but hunting them all down would take an extra little bit of time. Time enough for maybe one or two ships to get a big enough head start and find a good hiding place, that is.
However, if the same mysterious entity that force subbed the Corellian Corvette into this scenario erected a magical chainlink forcefield to keep the Feds from escaping, then Starfleet is Toast.
