On the UR:

In ICS it says that Maps steadily fall out of date. Perhaps since no one ever goes into the UR, the maps have fallen so out of date they have to be remapped.

I prefer Saxton's interpretation. It's just largely ignored extra-galactic disk stellar material. Mostly diffuse and in small clusters if not totally alone, it is quite lonely and not of much interest. Point being; the entirety of the galactic disk is mapped, explored, colonized, and more or less civilized, but some of the surrounding areas are largely ignored in the galactic halo. Saxton hypothesizes that that is the Unknown Regions. Sounds like the best interpretation.
