That's an expensive vehicle, even if it's not new. Somebody must own it, unless it's just a stolen car dumped by thieves with an unusually wicked disposition.
Incidently, this is indeed depressingly usual for Britain. It seems to be legal (for instance) for somebody else to park in the space in front of your house, even if you don't have a drive and thus have nowhere else to put your vehicle. The authorities here can't be bothered to protect the public from petty abuse.

The road outside your house is not your property, you have no more rights over it than anyone else who pays road tax. You either have to get your local council to institute a residents only parking zone or put up with it.

This is true. There's a kind of unspoken implication that people can park outside their own houses, but anyone with road tax can park at the side of any road as long as parking is permitted. Only if the homeowner has a dropped kerb leading over the pavement to their driveway can any unwanted vehicle be treated as an obstruction and towed away.

Mind you, the Councils make it a pain in the arse to get the dropped kerb "installed". Firstly, only council-approved workers (with the necessary liability insurance) are permitted to replace the normal kerbstones with sloping ones, and they usually charge many hundreds of pounds to do it.

Sadly, this doesn't surprise me. They've criminalized too many things over there. Self defense is no longer considered an excuse for killing someone or inflincting grievous bodily harm on someone. This is why 50% of English burglaries are home-invasion types, while 13% of ours are, and muggings and other assaults are up everywhere in Britain.
