Who has the more effective power of suggestibility...a Jedi Master using the Force, or Paul Atreides using the Witch Voice?

Paul, easily. The Voice is much more powerful and Paul is more powerful than your average Bene Gesserit.

The Jedi Mind Trick only works on the "weak minded" Voice works on anyone unless they are specifically trained to resist it. But in saying that Paul was so powerful i think he could have overridden the training.
