I disagree. I think it clear that they represent a totally new, or at least a completely different design. They are smaller, and are clearly designed for a different role.

My theory is that the Valadores are not new, but are infact light cruiser left over from the Ambassador class or Excellsior class eras.

If you look, each faction has a premier warship for an era. For the Federation, it goes
Constitution
Excellisor
Ambassador
Galaxy
Sovereign

Klingons it is
D-7
B'Rel
K'Tinga
Vorcha
Neghvar

For the Romulans, you have
Bird of prey
D-12 (upgraded D-7s they got from the Klingons for cloaking tech)
unknown
D'Dedrix
Scimitar

I suggest that the Valadores werre the equivlents to the Ambassador class. It would fit with the design lineage.
You have the BoP. Flip the BoP upside down and tack on a neck, and you get the D-12. Paint it green, make it bigger, and make a few modifications in shape and placement, and you get the valadore. Flip another valadore upside down and smash two of them together bottom to bottom, you have something similar to the D'Dedrix class. Bring the forward part back more, bring the wings together and bend them down, and move the engines and you get the Scimitar.

Why bring the Valadore's if they are outdated? Because they are light cruisers and faster. They need to catch the other ships quickly to keep the secret, so firepower was sacraficed for getting there in time.

I really doubt thats the case.

I don't see why an Admiral that seems to be part of the very top command group of the whole Romulan navy would bring a pair of outdated light cruisers. Really she should be able to get at least a pair of the TNG/DS9 type.

I think its much more likely it's a new model meant to replace or augment the existing warbird fleet after Dominion war losses.

Maybe the Valadore is designed to fit another role in the Romulan military? Maybe it's designed to be a light cruiser, as opposed to the D'Derix class battleship?

That's probably the case. It may be that D'Deredix warbirds or some aspect of them (their artificial singularity comes to mind) are incredibly expensive to produce, and the RSE decided to go for quantity over quality with the lighter, cheaper Valdores. Perhaps they are for internal defense only, with a decent firepower, but relatively short operating range and limited shielding.

Regardless, it seems more likely that the Valdores are recent additions to the Romulan Navy.
