Picard or someone else automatically shouts with indignation that Starfleet banned research on such item do to its danger.

So basically the Federation via Starfleet has left itself completely open to all kinds of attacks via various weapons of mass destruction. One cannot research how to fight such weapons without really researching the weapons themselves.

Indeed. The US military does not have any stock of chemical or biologic weapons that can be used in warefare. They DO have stock of such things so they can study them and counter them. Hell, New Zealand bans nuclear anything, but I am sure they still research and utilize research on how to CURE nuclear problems.

The US MIGHT have nastier stuff, but it does not have stocks of it for weapons. To the US a Chemical is a germ is an A-Bomb. Use of any of those invites just one type of retaliation, Nuclear. The rest of the world knows that if you find out you made us sick, we will turn your country into a glow in the dark parking lot.

That said, the US most certainly has stocks of chemicals and germs to study them.

Isn't that sort of thing what section 31 is for?

Some of the stuff the Federation has banned has been so nasty that the other power agree to it aswell (Metagenic weapons, subspace weapons) although I wouldn't bet the Romulans weren't going behind peoples backs though.

Some stuff is just to dangerous to experiment with an the end of the day (Omega for example) then you get onto moral grounds what the Federation often takes a stand upon so while the call may be unwise its understandable.

A very high power source of energy (a small chain could power a civilisation) however the first Fed experiment with it created a single particle which destroyed subspace across a sector (thus stopping warp trvael, subspace sensors, comms etc) when it went south.

The Federation now has a directive that should Omega be found anywhere it is to be destroyed on sight.
