Battlestar Galactica universe would lie between the Federation and the Earth Alliance. The 12 worlds which were the home of Humanity seemed to be an alliance or federation of some kind. Each world seemed equal in the governing council. Galactica did encounter humans on worlds that were not part of their government. Population of aleast of one worlds, Caprica, seemed to be a few billion. Populations on the some other worlds was probably around the same. In EA, Earth has a population of 10 billion and Mars has a population of 2 million. Other colonies of EA probably had populations smaller then Mars.
