Decent, but not brilliant. Lady was nearly out manuvered by the Dominator a couple of times and only narrowly escaped them. And she was eventually brought down, relatively easly too.

Now, the Fourth Empire. Good military skills, excellent engineering, and abosulte geniuses at internal secuirty thanks to the system wide paranoia that would do the KGB proud.
fourth empire? do tell

Born out of the civil war that ended the Fourth Imperium.

Like I said, they're very good at engineering. There primary warship is the planetoid. It can go from 0 to .6c in a few seconds. They're very well designed for their universe. And are suprememly lethal

Their industriall capacity is staggered. On 10,000 planets worth of Empire they built 980,000 planetoids. 98 moonsized warships per world, not to mention auxilary ships, constructs and fortifications. The most impressive single project is the complete sheilding of the Bihart system.

And there is the mat trans system. Think a transporter over interstellar range linking their worlds. This would also be there downfall.

Their security is very elaborate and effective. Because of the unknown nature of their enemies, their security measures are paranoid to unbelievable levels. And internal security is impressive. And the safe guards around the monarchy are impressive. They have Mother setup to keep the fleets loyal and ensure the sucession.

They were finally wiped out by what I would call the "Last Bioweapon of the Apocolypse" It kills all life above bacterial level by going after DNA. Spread by the mat-trans system. Got most of the worlds.

Eventually reborn from Earth and under the guidance of Colin I as the Fifth Imperium.

Most competent organization in Sci-fi is Starfleet by far. Think about it. You know I'm right!!! (Immediately after making this posting, paladin was taken to a mental hospital for a good long rest in a rubber room. A very good long rest. After all, statements like this are a sure sign of mental instability.)

I thought the 4th Empire had five thousand planets, at least that's what I inferred from the prince of five thousand suns title. Of course, I mean major woulds by this, not dinky little picket stations and mining outposts.

If SeeD was really competent, their descendants would have won the battle, rather than be butchered by Ultimecia.
