Captain Frank "Vicious" Wash, a career Naval sailor, has risen up through the ranks of the USN with a reputation for being a savvy tactician and merciless opponent with a sometimes-reckless disregard for orders. Denied promotion several times for violating orders not to engage, then-Cmdr. Wash vigorously - and successfully- defended his actions in several incidents wherein he took his command into combat, against standing orders, against ships engaged in piracy and raiding. Commander John "Surlethe" Bayh (yes, that's a fictitious name) has climbed his way up from a pissante midshipman in Annapolis to one of the most experienced commanders in the world. Having learned of the vacancies in the 28th Strike Group, he's now applying directly to Admiral Christy for command of the Arleigh-Burke class destroyer Dewey (DDG-105), as well as permission to refit the ship according to his preferred specifications.

Excellent. I am proud to command the Irascible, sir; the refit planning is well under way. I will probably do away with the hangar and helicopter, and convert the ship into an anti-surface-ship offensive platform, making use of the Type 23's stealth characteristics, while maintaining at least a few anti-submarine capabilities.

His main dislikes are pirates and allied flyboys who attempt to buzz his ship.

Guns for AsuW work are sort of 50 years out of date unless you want to go hunt pirate dinghies and for that the 11.4cm quite suffices.
As for missiles, how many launch cells/canisters do you think you can mount before the ship becomes hopelessly overweight? As phongn said, the Norfolk class simply isn't big enough for a credible surface combattant.

OTOH, since you're part of CSG-5, most of the antisurface firepower will be coming from the Intruder squadrons and you already have eight Harpoons. Her combat systems aren't really optimized for it, either. It certainly isn't a bad ship, just one weighted to the ASW role. You could be XO on the Harbinger if you want, or take one of the flyboy positions on the Arcadia. I am sure that someone could be persuaded to captain the frigate in such a situation. You could also talk to Captain Marshall and see if you two could work something out; I think he was wanting both a smaller and more British ship, but I of course cannot speak for him. It is his boat now, after all.
