What is the upper limit for this "sleep" thing? Does Sakura live in Tokyo or some other large city?

Clow Reed maneged to use both Dark AND Sleep over an entire city.
Sakura is stronger than Clow Reed.

Another addition to the above.
"Dark" is one of the two most poweful abilites in Clow Reed's arsenal, the other being "Light". Sakura has two new cards, "Hope" and The Nameless. The strength and effect of these are unkonwn, though it is surmised to be VERY powerful.

How big was the city? this could be anywhere from 2,500 to 250,000. Just because it's magic, we can't assume that there's no upper limit.

Yep, it was Tokyo. However, the scope was also inplied to have golbal impact, as Sakura was cautioned that if she did not counter the "Light" card she used to dispell the darkness with the "Dark" card, then the sun wouldn't have risen. In any case, that at least shows that "Light" and "Dark" when cast by an exhausted Sakura are premanent effects.

Well, I don't see any onther way around it. Sakura could permanently sabotage German war production in France.
