How could nemesis be improved

The Easiest way to improve the movie (and the franchise), would have had mutiple federation war ships show up at the last minute (before the ram), and save the Enterprises ass. The Scimitar gets cloak back up, and heads towards Earth evading the Feds, and is able to succeed with its mission, with the Picard clone dead, the Romulans retake the government, and star an offensive war on the Federation. And end it. I would be dying to see the next movie. But they closed everything up nicely and nothing in the trek verse changed.

Everytime some miriculous new technology is developed, turns out there's some serious flaw in it that prevents its use, is destroyed, or it becomes sentient and goes on its merry way.
In the end, Trek is almost always status quo.

There's nothing wrong with that. That's part of Star Trek by definition; optimism, the hope that humanity will prevail. That's what you expect going into Star Trek. If you don't like that, then don't watch Star Trek. Personally, I'm glad for that; I'm not one for dark endings, gritty settings (i.e. post-apocalyptic world, totally corrupt government, MEGASUPARCORPORATE powers dominating everything, etc.) or that sort of thing in general, and I like knowing that I can always (well, at least mostly) turn to ST and not have to deal with that.Everytime the Fedeartion is threatened, our brave heroes manage to prevail over it.
If you throw that away from Star Trek and deviate from that, you've just made it a little more like everything else, and that would be wrong.

Picard has to hunt him down, caps off with a space battle between starfleets two best ships.

Here's an odd thought...
It might be difficult to explain to concisely (for those who aren't familiar with it), but why not use the fake attack plans planted in the DS9 episode "By the Pale Moonlight"?
(In case anyone's not familiar with it, Captain Sisko and Garak created a fake holorecording of Dominion leaders planning a sneak attack on Romulus. They then provided it to a Romulan senator in the hope that the Romulans would then declare war on the Dominion (with which they had a non-aggression treaty at the time), bringing them into the war on the Federation's side. The Romulan senator realized it was a fake, but Garak saved the day by assassinating the senator and making it look like the Dominion did it, with the imperfections in the fake recording looking like damage from the assassin's bomb.)
Why not have the reason for the Romulans going to war being the discovery of that horrible subterfuge? The Feds pulled a fast one on them and dragged them into a war that cost who knows how many Romulan and Reman lives. I imagine it would be particularly galling when they were told the Federation officer responsible was off in a wormhole somewhere and couldn't be tried, which would sound like a blatant cover-up.
I think this would have been a lot more interesting than a cardboard-cutout motivation of "we is warriorz, f3ar r skilz".
You can keep Shinzon and even Sela, both brought back to lead the charge against their fellow humans. And what the heck, while we're making things interesting, let's add some layers to Shinzon.
Maybe he thinks the war is a mistake that'll lead to horrific slaughter for both sides over something that, while certainly an evil act in need of addressing, shouldn't lead to even more deaths. At the same time, he knows it's going to happen anyway, so he'd rather lead the charge and try to minimize the casualties (especially against his Reman brothers, who will be the schmucks on the front lines) by ending it as quickly as possible.
At the same time, maybe Shinzon is looking at this as an opportunity to free his people. And what the hell, a little revenge would be nice for the Reman losses in the Dominion War. The Feds provided a meatgrinder and the Romulans shoved them right on in.
This adds a fun wrinkle to the alliance between the Feds and the Romulans to stop the Remans. Instead of heading to wipe out Earth, maybe Shinzon is trying to secure a few currently-unoccupied systems that can be used to establish a new free Reman state. Now the Romulans ask for help, agreeing to cease hostilities with the Feds if the Feds help them stop the Remans. Sure, the Feds can end the war for the moment by helping the Romulans end the rebellion...if they're willing to condemn the Remans to slavery again. Or maybe they help the Remans and gain a new ally, but maybe it means their war with the Romulans becomes even more bitter. The long-term political consequences are probably ugly either way.
Ug. It's late and I'm tired, so there may be all sorts of problems with this that I'm missing, but now's probably a good time to stop. And the above might be too complicated to fit into 90 to 100 minutes. But goddammit, why not have a real antagonist who's a threat because he's smart and motivated by something at least somewhat sympathetic, rather than another psycho with a superweapon?
And it's been said before, many times, many ways: fuck that stupid B4 subplot, fuck it right in its stupid ass. And thus shitcan that whole dipshit Argo/desert scene. And have Worf grow a pair instead of whining about drinking too much Romulan watered-down horsepiss and freaking out like a fucking baby because a mannequin arm grabbed his leg. Jesus, I saw more "courage under fire" from little baby girls the last time I went torch-juggling at the local childrens' burn ward.
I'm done now.

Spock would be a MAJOR player in this.
I would start Nemesis out by having a Praxis type crisis cripple the Federation at the same time when they are trying to pusue peace with the Romulans, plus a Vulcan/Romulan Reunification. (It is believed that some Romulan faction who don't want peace might be responsible) By this point in time, most Romulans really want peace with the Federation, and in this time of crisis, the Feds reluctantly do so. Since the crisis the Federation mistrust of the Romulans have increased.
Sela, now out of favor in the Romulan Govt. Works to stop the peace and, to overthrow the Romulan Gov't, discovers a relic of theRomulan/Federation Cold War: One is a deadly Subspace superwepon (I don't know??) one is a being she found on Remus years ago, Shinzon Picards Clone who Picard has a telepathic link to Picard (I'll have to figure this one out), the Last is a Cloaking Device prototype that the Klingons gave to the Romulans in 2293. On a warship it can allow it to fire while cloaked (plus vast improvements).
Using the Remans, She begins her secret Uprising upon the Romulan Gov.
On the Federation side, Data is (promoted) Either in command or an executive officer on a New Starship (a sister class to the Sovereign Class. Maybe the Excelsior II, or Endeavor Class). Picard, has given serious cosideration in taking an Admiral promotion (a very good offer) and Riker is being promoted to Captain.
The end Result would be A Federation mistrust with the Romulans, yet the Romulans still want peace. That's all I have.
