Making Region Help in SC4

Yes the game is old, Yes this is something I should have learned long ago but never got around to. In anycase the region I use most, the One I hand crafted from self made contour line drawings, it needs some work. Basically when I first did it, I was so excited at having the island, I forgot it hadn't accepted the Region layout I originally wanted. Basically the area where I wanted my main city was subdivided by quite a bit. And now I wish ot go back and make the city all in one spot.

So I pose my question. How can I remake the map s the region layout goes from this.
