You can use the highest quality subsampling method and crank quality up to 95 or so (higher subsampling allows lower quality settings). Progressive JPEG helps a bit too and allows a nice preview while loading.

MRDOD made that wallpaper. He bravely faced the terrible (NSFW) depths of 4chan to gather the necessary images. I use it proudly because his mom won't let him. Mine just informed me that, "When women kiss, it's a pretty good sign they don't need you." The quote is from this romance webcomic. Sometimes funny, sometimes sad, often cute, always fun to read.
A long time ago, I couldn't stand the way my shortcuts blocked my view of Vash the Stampede (I had a Trigun wallpaper then). I also had a hunch that they were behind the oddly sluggish performance whenever I was looking at the desktop. I deleted everything but the recycle bin. As I suspected, I had a better view of the wallpaper and performance increased. Some time later I created a Shortcuts folder to house all of my shortcuts, it remains empty to this day.
The three Notepad documents are STGOD related. I wanted the info within easy access when playing 2k6, I haven't bothered to move them after it slipped into a coma. The Word document named "STGOD" is where I wrote and spell-checked my posts.
I have his (my) desktop but with gigantic random black boxes over pieces, covering just about every single piece of the picture but allowing the general idea to show through, and the quote is altered to read "This is wrong?" with all the rest crossed out and the top of the question mark is altered to a period, thus making it an anti-lesbian statement.
It is emblazoned in proud pink to be Homophobia Friendly and Jesus Approved on said black boxes.

So... do people spend a lot of time staring at an empty desktop? If I'm using my computer, it's creaking under the half-dozen windows and I can't see my desktop. If there are no windows, I'm probably not in the room. Hence, hovering picture frames, not crazy backgrounds.
Maybe if you left your computer on all the time with nothing open in the lounge or something? I dunno.
