He needs to be arrested for doing something illegal in the US first. That won't happen until the US either criminalizes hate speech or outright bans the funeral protests. I agree that the WBC is a very honest and self-consistently doctrinaire organization, but there are very real disagreements between their Biblical concept of God and that held by the Religious Right. I don't think even Falwell or Robertson would say that God hates anyone (eternal damnation can be done out of love!). Their position is to love the sinner and hate the sin, as Magnetic mentioned. The difference may be semantic, and Phelps may be more Christian, but it's probably unfair to say that Phelps is saying out loud what the rest of them are thinking. The aforementioned tubs of lard want nothing to do with him, though that may be more for his rabid anti-Americanism than anything.

Are there even hate speech laws in the US? I'm quite sure that the only form of speech banned is the kind that directly and intentionally causes harm, like shouting "Fire" in a theater or something. All the US History/Government teachers repeatedly cover that as part of their "Important Cases" segment of the class.
