It varies, but green appears to be the Imperial standard uniform colour; Curtis Saxton's SWTC has an excellent article on this. White uniforms with gold epaulettes are Grand Admirals'; Imperial Navy officers wear olive-drab; and Imperial Army wears either black or OD. Simply think of it as interservice variations really-- an soldier wouldn't wear dress blues, nor a Marine a enlisted sailor's suit.
It's a strange world. Let's keep it that way.

At the risk of being accused of thread necromancy, there are two significant additions to this series, and one update.

Senator Palpatine et al.

The first in the series chronicling the rise of Palpatine of Naboo has now been colored. Otherwise, it is the same as before.

Supreme Chancellor Palpatine

The Supreme Chancellor, his official family, and the Loyalist Committee gather for a press conference some time between the formation of the Committee on 13:3:28 ("Palpatine forms Loyalist Committee," HoloNet News Vol. 531, No. 49) and 13:4:4 ("Senator Moe Killed in Blast," HoloNet News Vol. 531, No. 50). This is the second picture in the series begun above.

At the far left in the front row is (1.) a Red Guardsman, as they appear in Attack of the Clones, standing next to (2.) Speaker of the Senate Mas Amedda (op. cit.), flanking (3.) Palpatine of Naboo, Supreme Chancellor of the Galactic Republic (op. cit.). Standing to Palpatine's left is (4.) Tannon Praji, First Minister of Ingress of Coruscant (and majority shareholder of Palpatine's pet Bank of the Core), as he appears in Revenge of the Sith. Just over Praji's shoulder is (5.) Sly Moore, Assistant to the Supreme Chancellor and Chief of Staff, as she appears in both Attack of the Clones and Revenge of the Sith. To her left is (6.) Janus Greejatus, an advisor to Palpatine, wearing the advisor's garb displayed by Sate Pestage in "Reversal of Fortune," and (7.) a second Red Guardsman.

In the second row, starting just behind Greejatus, is (8.) Master Jedi Ronhar Kim, a close friend of Palpatine's dating from the very beginning of his term as Galactic Senator for Naboo, as he appears in "Bloodlines" (Republic No. 64), standing next to (9.) Armand Isard, Director, Senate Bureau of Intelligence, and the leader of the Ubiqtorate secret society controlling the Republic's intelligence community, as he appears in "Reversal of Fortune" (colors approximated). Next to Isard, standing just over Palpatine's shoulder, is (10.) Sate Pestage, Assistant to the Supreme Chancellor and Senior Advisor to the Supreme Chancellor, his alter ego, as he appears in "Reversal of Fortune." On the other side of Palpatine's head is (11.) Senator Orn Free Taa (Ryloth), the leader of the Mid-Rim tertium quid that got Palpatine elected in 3 GR, as he appears in "Palpatine forms Loyalist Committee." On the other side of Amedda's head is (12.) Senator Aks Moe (Malastare), one of the foremost "Sand Panthers" and free-marketeers in the Senate (he would be assassinated on Aargau shortly after this press conference), as he appears in "Palpatine forms Loyalist Committee." Just below Moe is (13.) Senator Onaconda Farr (Rodia), one of the most vociferous of the Sand Panthers and a bitter critic of Palpatine's administration, as he appears in Attack of the Clones (he was not a member of the Loyalist Committee at this time, but was subsequently appointed on 13:4:9 after presenting evidence of Separatist influence within the Republic).

Directly behind Moe is (14.) Senator Ister Paddie (Sermeria), a nobleman from the Expansion Region, as he appears in Attack of the Clones, standing next to (15.) Senator Padmé Naberrie, Lady Amidala (Naboo), Palpatine's former queen and one of his closest allies in the Senate (op. cit.), (16.) Senator Lexi Dio (Uyter), who was assassinated during the Clone War (op. cit.), (17.) Senator Ronet Coorr (Iseno), who together with Farr would be disgraced for mismanagement of fleet assets during the Clone War (op. cit.), (18.) Senator Prince Bail Prestor of Organa, Prince Consort of Alderaan (Alderaan), leader of the powerful conservative voting bloc in the Core Worlds (op. cit.), (19.) Sim Aloo, an advisor to Palpatine, as he appears in Return of the Jedi, (20.) "Commander" Terrinald Screed, Judicial Department, one of Palpatine's clients and apparently the head of the Republican Guard, as he appears in "Point/Counterpoint: Military Creation Act" (HoloNet News Vol. 531, No. 47), (21.) Dar Wac, Executive Administrator of the Office of the Supreme Chancellor, as he appears in Attack of the Clones, (22.) Ars Dangor, Assistant to the Supreme Chancellor, wearing the advisor's garb displayed by Pestage in "Reversal of Fortune," and finally (23.) Kinman Doriana, Assistant to the Supreme Chancellor, ostensibly Darth Sidious's agent-in-place among Palpatine's official family, as he appears in "Hero of Cartao: Hero's Call" (Star Wars Insider No. 68).

President Palpatine

In the third picture in the "Rise of Palpatine" series, the Supreme Chancellor -- by now ensconced in power as the official 'Dictator of the Free Galaxy' courtesy of a constitutional amendment and an emergency powers resolution -- is in full presidential mode, consulting with his military and political advisors while conducting the largest war the galaxy has ever seen.

At the bottom far left is (1.) Senator Garm Bel Iblis (Corellia), a powerful mercantilist and gifted tactician who would go on to become one of the 'Big Three' leading the early rebel Alliance to Restore the Republic, as he appears in "Corellia Closes Borders" (HoloNet News Vol. 531, No. 47), standing just beneath (2.) a Red Guardsman, from Attack of the Clones and Revenge of the Sith. The Guardsman is keeping an eye on a conversation between (3.) Senator Terr Taneel (The Senex), a noblewoman of ancient heritage, and (4.) Senator Malé-Dee (Uyter), who replaced the late Senator Lexi Dio (Uyter) after her assassination, both as they appear in Revenge of the Sith (both were to join with the Delegation of 2,000 in an attempt to force Palpatine from power). Just to the right of Taneel and Malé-Dee is (5.) Senator Tundra Dowmeia (Dac), from Revenge of the Sith, eavesdropping on a conversation between his colleague and co-ambassador (6.) Senator Meena Tills (Dac), from Revenge of the Sith, (7.) Raith Sienar, brilliant engineer and managing director of Republic Sienar Systems, from The New Essential Guide to Characters, and (8.) Senator Orn Free Taa (Ryloth), as he appears in The Phantom Menace. Both Dowmeia and Meena Tills would eventually join the Delegation of 2,000.

At the far right, also eavesdropping, is (9.) Ottegru Grey, a 'special agent' of Bank of the Core and an operative of Palpatine's, from Revenge of the Sith. Grey's patron, (10.) Tannon Praji, First Minister of Ingress of Coruscant, stands nearby, from Revenge of the Sith; Praji's family holdings in Bank of the Core establish a link -- of which he was never aware -- between him and Palpatine, via BotC's membership in the Galactic Corporate Policy League, a business consortium with secret and illegal connections to Palpatine. Having their own conversation nearby are two of the wealthiest and most powerful sapients in the galaxy, (11.) Orman, Baron Tagge, the nobleman and chairman of the vast conglomerate the Tagge Company from "New Tagge Baron Leads Tech Initiative" (Republic HoloNet News Core Edition 15:2:22, Star Wars Insider No. 74), and (12.) Onara of Kuat, CEO of Kuat Drive Yards, from Revenge of the Sith; like Praji's Bank of the Core, both TaggeCo. and KDY were in Palpatine's back pocket, via the GCPL. To Kuat's right is (13.) Master Jedi Yoda, Grand Master of the Jedi Order and Military Attaché to the Supreme Chancellor, as he appears in The Phantom Menace, Attack of the Clones, Revenge of the Sith, The Empire Strikes Back, and Return of the Jedi.

To Yoda's left is yet another conversation, this one taking place between (14.) Senator Prince Bail Prestor of Organa, Prince Consort of Alderaan (Alderaan), from Revenge of the Sith, (15.) Senator Seti Ashgad, the so-called "Golden Tempter," from The Essential Chronology, (16.) Senator Padmé Naberrie, Lady Amidala (Naboo), from Revenge of the Sith, and (17.) Senator Giddean Danu (Kuat), a thorn in Onara of Kuat's side, as he appears in Revenge of the Sith. All four would come to be enemies of Palpatine, with Danu and Lady Amidala joining the Delegation of 2,000 and Prince Bail going on to become one of the Alliance to Restore the Republic's 'Big Three'; Ashgad, a brilliant engineer and generally regarded as a serious rival for Palpatine's power, would be kidnapped and exiled to Nam Chorios after he spoke out against the Supreme Chancellor's security measures one time too many.

Over Danu's shoulder is (18.) General (Retired) Jar Jar Binks, member of the Galactic Representative Commission for Naboo, from Attack of the Clones, (19.) Master Jedi Tholme, the Jedi Order's spymaster, from "Trackdown" (Republic Nos. 72 - 73), and (20.) Senator Mon Mothma (Chandrila), Palpatine's fiercest enemy who would go on to become the last and most important of the 'Big Three' of the Alliance to Restore the Republic, from Revenge of the Sith. Just over her shoulder is (21.) Captain Jace Dallin, late of the Rendili Home Defense Force, from "The Dreadnaughts of Rendili" (Republic Nos. 69 - 71), wearing the uniform of the Republican Navy, and the holograms of (22.) Captain Jan Dodonna, from "The Dreadnaughts of Rendili," and renowned starfighter tactician (23.) Adar Tallon, from Rebellion (wearing the uniform of the Republican Navy). Just beyond the holograms is (24.) Speaker of the Senate Mas Amedda, from Revenge of the Sith, speaking to (25.) Janus Greejatus, one of Palpatine's advisors, wearing the advisor's garb from "Reversal of Fortune."

Seated in front of Greejatus is (25.) Admiral Terrinald Screed, Palpatine's military right hand and Commander Coruscant Planetary Defense Force, as he appears in "Point/Counterpoint: Military Creation Act." Just behind Screed is (26.) Sim Aloo, Palpatine's senior political advisor, from Return of the Jedi. To their left is (27.) Palpatine of Naboo, Supreme Chancellor of the Galactic Republic, as he appears in Attack of the Clones and Revenge of the Sith. Barely visible behind him is (28.) Sly Moore, Assistant to the Supreme Chancellor and Chief of Staff, standing next to his two oldest lieutenants, (29.) Ars Dangor and (30.) Sate Pestage, both wearing the advisor's garb from "Reversal of Fortune." Pestage is writing down a note while (31.) Armand Isard, Director, Senate Bureau of Intelligence, from "Reversal of Fortune" (colors approximated), looks on. To Isard's left is (32.) Senator Fema Baab, from Revenge of the Sith, along with (33.) Senator Jannie Ha'Nook (Glithnos), a senior member of the Security and Intelligence Council, from "Reversal of Fortune" (colors approximated), (34.) Senator Nee Alavar (Lorrd), who would join the Delegation of 2,000, from Revenge of the Sith, and (35.) Senator Silya Shessaun (Thesme), from Revenge of the Sith. Standing nearby them is (36.) There is a dress uniform, but its actual appearance is not adequately described, prompting the speculative versions seen in the earlier picture of Captain Lord Fel, Admiral Thrawn, and Captain Stele.

One of the more interesting aspects of these drawings is the fact that they portray only characters established in the canon who would realistically be present at such high-profile events. Notice, then, how many females and nonhumans are included in these drawings -- in the Supreme Chancellor's press conference, there are three women and six nonhumans, compared to fifteen male humans; in the President's war room, there are nine females and nine nonhumans; the Galactic Emperor's reception includes six females at least eight nonhumans; the Galactic Emperor's gala ball includes three females and at least eight nonhumans.

Nor is this unusual. Pictures of the Galactic Emperor's court from "Betrayal" and Grand Moff Lynch's court from River of Chaos shows that there were plenty of females and nonhumans in attendance. This is a further reflection of the fact that while there may have been some truth to the rebel Alliance's accusations of bigotry, they were not literally true: being a nonhuman did not automatically make one a second-class citizen in the Empire. The Empire did persecute and oppress 'lower class' aliens, but quite obviously being an alien was not a bar to a successful career in society and at the top of the Empire's upper class. After all, there was only one more alien among the rebels in A New Hope and The Empire Strikes Back than among the Imperials.
