Those 1,000+ Goblins had their prey within their grasp, yet they all ran their asses away when they
heard the Balrog approach. That doesn't sound like a foe that would trouble the Balrog.

Pretty much. Only against other "supernatural beings". He had no problems with using it against Saruman and The Balrog.
