Is it possible for people to summarize their diplomacy arrangements (the ones that aren't secret) in a non-character way so that they're easy to understand?

Here is at least a basic outline of what I'm thinking. I'll definitely be doing some reading to let me flesh it out even more firmly. But unless there's a major conflict this is what I'm going to run with.
Tokugowa Shogunate of Nippon in Exile aka The Shogunate
After the defeat of the Shogunate proper in Nippon during the Boshin War, the Tokugawa dynasty and it's most important supporters removed themselves by voluntary exile from Nippon proper. They believed at the time that Nippon would crumble under the Meiji reforms and that they would be able to step in at an oppurtune moment. It was not to be.
The dynasty wound up wandering for a while before settling and setting up the Shogunate in Exile. Local resistance was suppressed thanks to a modern weaponary and an absolute will to use it. A half decade long campaign was waged to bring the rather scattered local population firmly under control of the new national government. The local upper class was displaced and the top of the heirarchy firmly populated with the Japanese exile population. Since then the Shogunate has rested lightly on the native populations, the Nipponese exiles keeping to themselves primarily.
The principle social aim at present are the building of a properly industrialized state capable of supporting an effort to retake Nippon. The present power base making this a virtual impossibility a multi-generational effort is presently under way. The keystone this plan being a recruitment of engineering and scientific minds from war torn America and Europe in order to educate a native population. If they cannot out-number, they will out do.

Militarily the navy so far will probably consist a fairly numerous force of light warships and coastal defense craft. This is an interim solution as the Shogunate is attempting to build a large, modern navy at this point.
The army will consist of a few elite divisions composed of native Nipponese soldiers. The bulk of the army consisting of native troops signed up for the possibility of social advancement, the promise of education, and a reasonable pay. Currently the bulk of the officer corps is Nipponese exiles but they are making an attempt to raise a corps of native officers as well.

Socially the nation is organized by the clans and is some what feudal. The Japanese control large swathes of territory and employ native labor for the production of food, cotton, and the raising of other crops. The native population forms much of this laboring class which is often at present rather uneducated.
There is a growing middle class of natives as they are educated to fill administrative, skilled trade, and governmental positions. Many of these are discharged military men who have recieved a state sponsored education.

Thirdfain, I need a resource assignment.
Also, a quick question on the matter of trade. I assume that when you trade a resource, you still have that resource for yourself, but you can trade to the other player as well. Can you trade the same resource more than once? Or if you have iron, can you only trade you iron to one person and then that is all for that iron?
I know that was answered SOMEWHERE, but I'm not in the mood to reread an 18-page thread.

I believe the rule is that you have enough of a resource for two uses. You could use one yourself and trade the other off, or you could trade both of them off if you wanted to.Bugsby wrote:Thirdfain, I need a resource assignment.

Is it permissible to have larger warships under construction at the start of the game?
For instance instead of buying one 300 pt ship right away, would it be possible to spend 300 points to have three 300 pts ships a third of the way completed? Of course their construction would be subject to availability of materials and points during the game.

Some parts of this were planned for something in Somalia, so I beg you to bear possible mistakes until I can complete this.
Kingdom of Italian South Africa.
The Italian unification happened mostly just like it did in the OTL, under Vittorio Emmanuele II's rule, but things start going real bad in 1870, when they side with Prussia against France to recover Savoy and Nice, and annex Rome in order to complete the unification. Unfortunately, this time around the French do much better and they can spend several months burning Northern Italy (and particularly Turin) to the ground.
As a result of the war, the newly formed kingdom begins going down the shitter and millions of poor Italians want to leave for greener pastures elsewhere. Unfortunately, the United States are fairly busy with their division and aren't as attractive a destination as they were OTL, so eventually many Italians settle in the African colonies of other European powers. And particularly in Mozambique, bought from Portugal early in the sixties for a pittance. Eventually, Amedeo I (one of Vittorio Emmanuele's sons and king of Spain for a very short time) finds his way down south and formally declares a new kingdom in Mozambique.
Incidentally, I have some idea about Rome and the Vatican getting burned at some point in the early seventies, with the result that the Pope currently resides in Mexico City.

The term light cruiser is an anachronism at this point. It developed from the Naval Treaties right after WWI.

A question about railroads:
How important are they? And how common are they? My nation is a bunch of small islands, so railroads don't fit perfectly into the map. I have been drawing my map, and railroads are fairly hard to fit in. I could go all out and fit small rail systems onto each of the four major island, but that doesn't seem right. Otherwise I could have one or two short rail lines and leave it at that. I don't really want to do myself a huge disadvantage by not having enough railroads, but fluffwise and geographicly it makes sense to keep railroads to the absolute minimum. I could always say short range domestic shipping does all the cargo carrying.
Also, does it make sense to have tiny railroads that don't really seem to go anywhere? I need some way for resources to get to the sea/the cities.

In central and south america, many of the first railroads built were not city-to-city, but from resource areas like mines and agricultural areas to seaports for shipping. You probably wouldn't have a large-scale rail network, but if you're doing any kind of heavy resource extraction, you'll have some smaller point-to-point industry.A-Wing_Slash wrote:A question about railroads:
