There was an old game called Tactical that I used to spend hours playing. Where you could be the Federation, Klingons, Orion Pirates or Romulans and if you sent the designer like 20 bucks you got a mod that let you use TNG ships.

Well there WAS Phase Vier which was a squad tactical combat game but overall the BattleIsle games were no more tactical then, say, the C&C series, the various 'General' games, or any other number of games that are commonly considered 'strategy'.
