How much independence did a warship captain have at this time? I've got a cruiser thats just coming into range of Thirdfain and Beowulf's ships, and if they start fighting I'd love to get in on it myself. However, I find it hard to believe that an isolated captain, with no orders concerning this, would commit an act of war against another power as oppossed to just sitting and watching.

Depended on the navy, the captain, and his orders. Exactly. You want a complicated message, you do it by code (signal flags), or you wait until you're close enough to do a good job of communicating. Theseus's captain has quite a bit of authority, as a captain of a ship generally out of contact with his higher ups, and as commodore of the squadron. Radiotelegraphy is still in it's infancy, which is why Endymion is steaming away to get help, instead of staying with Theseus in case of a fight.

Research and investment are the same thing. Provided you have rares you can get a tech bonus from reinvestment. Also, you have several ships that are illegal designs. Which no doubt throws off your OOB point values severely.

As long as he doesn't try turning the seas around the area into territorial waters, I'm prepared to live with it. A pragmatist, however, he saw the military possibilities of an aircraft first and foremost, and basing himself off the designs Dupuy de Lome, Tissandier, Ritchel and others built a large rigid airship, designed for naval observation. A marvel for its time, he showed it off to the assembled dignitaries, though clumsy in the air in it he was able to see further than any ship on the sea, he was able to carry and drop two mines at pre-designated points in the ocean, and he was able to safely descend near a (stationary) battleship to show that a airship could be refueled at sea for fleet duties.
The Tsar was not impressed. Reportedly when the advantage of visibility was pointed out to him he merely replied "Build taller conning towers, it's cheaper that way." The airship was soundly rejected.
However, all was not lost. Members of the Tsar's inner circle had seen the potential from crafts like this, and contacted Ogneslav to advise him. Funding him, and helping him in court Ogneslav built a smaller, clunkier model, destroying the older Dirigible for spare parts and its engine Ogneslav built the Rodina a cockpit, stateroom, kitchen, and bathroom in the sky. In May of 1889 he presented the plans to Nicholas II, and in September he gave it to him. Nicholas was thrilled and filled with Boyish glee after his first flight in the craft, no matter its inferiority to the previous model, and immeadietly granted royal favour to Ogneslav. While no new ships are in the works for the Imperial Navy, plans have been exchanged between Admiral Makarov and Ognleslav, but the Tsar, though thrilled with the Rodina, is still hesitant to portion over money for more dirigibles.
