As the de-facto Chief of our group's website, on of the items I was asked to look into adding is a forum.
I sadly have no experience in real programming (Though I do have a friend here with a good deal of experience in programming), so I'm looking for very easy to set up (And Reliable) forum software with Hebrew support. It also needs to be free since we don't have a budget.
(We also haven't got the option to install php or ASP software on the server we use here for security reasons).
(And Yes Ace, we will also make a Tapuz communa site )

Ummmmm.... what boneheaded requirement doesn't allow you to install ASP or PHP on your servers? Go yell at a moron or two. Consider it part of your military training.
Is the .NET Framework permissable? If so, is IIS? In that case you might be in business.
@Dest: Even if he HAS some form of scripting, minus the Big Boys off, he'd pretty much have to build it from scratch.

It isn't our server, we use the Midrasha's server and we can add stuff to it (We have our own page on it).
