Why does my Windows keep doing this?

I just installed my wife's old desktop to a network here at home. It's an older pc with only 128 megs of RAM, so I basically stripped it to running what's only required to surf the net.. Anyway, I configured the desktop the way we want it (quick launch bar, etc), but everytime I restart it, Windows loads back up to way it was before. How can I make windows load with the desktop configuration I want to keep it with?

I checked 'lock the desktop' and messed around with some settings, but I can't get it! Ahhh!

What version of Windows are you running?

When you start up the computer, do you have to log in?
