Frank Castle, like Chuck Norris, doesn't make mistakes. Or, well, so far he hasn't. And the types he goes after are typically the ones who don't have a high risk of being mind controlled, possessed, androided or whatever. I.e. everyday average scum.

No, it isn't. Because once an individual starts believing that they are the sole arbiter of "justice" they are prone to making decisions based on their own subjective morality, not the wider code of ethics that informs actual justice. Actual Justice? The only difference between the justices are in the amount of people who follow it. If everyone in the entire world believed that it was just to kill murderers on the sight then it would be just.

If someone like Batman existed, he'd be shot by the criminals the very instant he'd jump out of a toilet in his costume. In desolate crime-ridden shitholes with ineffectual police, Frank Castle would have a better chance at stopping some of the criminals before getting killed.
