1) "Equipment" is the wrong word. Cortana actually holds a rank in the UNSC, I believe; she is not part of the ordinary chain of command, but she can issue orders to Marines. No, since in Halo 2 she can transmit herself into other systems just by he chief touching them, she doesn't need that data disc any more. That's an ordinary UNSC data disc.
