Just for kicks, I fired up Worldcraft (now they're renamed it Valve Hammer) and tried doing this. I did the tower thingy first so I'd have a sense of perspective relative to the player...
Unfortunately, I can't get it to compile with the lighting yet because of a bunch of brush and leak problems that need to be addressed. When those are fixed, then I'll post the actual level.

I think that the only new textures I'll need for this map are the door numbers and name plaques, and such. Other than those, it's all stock Half-Life textures

To be honest, I think it would be easier to do in Unreal, since you don't have to worry as much about void leaks. Unreal has a far superior game engine; I"m just so used to using Worldcraft that I decided to do it for Half-Life.

With the general paranoia that followed on the heels of 9/11, I wouldn't be surprised if some idiot tried that. However, it doesn't use copyrighted material, as it's only loosely based on the college (it will not be perfectly accurate, since I don't have AutoCAD or the blueprints of the college). Most of the faculty of the computer labs are also on my side, so meh
