My navigator-verse
Tired of being confined to thier hulls and wishing to experience things, also saddened by the deaths of their breathern whenever a ship died, the sientient computers began questioning the nature of the "other spaces" that they traveled through on their Faster then light Voyages. After a very long, time, of the ships working on the problems, and communicating with each other in "Other Space" they figured out how to code themselves into other space. Thus when the "ship Body" was lost the data would not be lost. Eventually the relationship between the two spaces was solved by the "Ghosts" (Computers whose ship bodies had ceased operating), and the computer intellegences figured out how to make "Avatars" and contact living minds to be their "Agents"
So where would these existential sientient "Computers" wind up under power level. Note they can make anything they want in 3d space by simply "Coding" it in their own "Other Space" They can also edit files on any "Program" existing in 3d space.

You have to deal with the problem that they can make anything. Unless you can suppress a huge volume of space, they can cook up an invincible armada to knock you down. If you ever let your guard down they can see all of your secrets. That gives them at least tech parity unless you are perfectly vigilant. They also have an industrial advantage. They don't have to build things, it's just copy and paste.

Depends, they usually have to examine it, look at it and copy or erase it.
New things have to be looked at, and checked for it's relationship to the rest of the reality's "Operating system" that takes them a long time. Inserting an app (cuting and pasting say a ship) can be done very fast since they have already debugged the app.

From my impression so far this seems to be more powerful than the Culture. The Blight (from A Fire Upon the Deep) might be able to take them down, but not in the sense of a conventional battle.

Looks like a fascinating Worldbuilding Concept. If you need a hand count me in. They seem to essentially be gods. An uber race for Vs... If they ever needed to destroy something they could code in a black hole, or simply overwrite the target with empty space... Oh the possibilities...
