Well, we decided that our commie allies are probably a better shot to have Moon exploration really going, because the US Moon program seems to be exclusive to our Roskosmos. I don't know it's really the Bush doctrine that's so annoyingly exclusive in claiming space as a "US territory of operations", or the mere dislike of NASA's methods of work and it's boondogle ISS that we were dragged into... anyway, US can't be our ally in space.

The same way America was. Instead of maintaining their own stations and building new ones existing American and Russian projects were scrapped in favour of a "quickly completed" international one. Which wasn't "quickly completed" and grew beyond terms and budgets.

When the US had problems, or should I rather say when the US shuttle fleet started to go out of order rapidly and thus was completely grounded, we used our resources to help bring men and cargo up. So it's not as the US shouldn't compensate us with finances. US was the initiator of the god damn ISS thing, IIRC, not us. Scuttling of the "Mir" was also done at the whim of politics, the cosmonauts thought that the station could've been still used, refitted or otherwise exploited in space, for example by using some of it's modules for "Mir-2".

Although originally conceived as a NASA project, the project was initiated by NASA, ESA and Roskosmos together, no one forced Russia to enter the project and the Russians can build as many space stations as they like. Heck, the docking system is built on the MIR docking system and the central element of what would've become MIR 2 built in the '80s was incorporated into ISS (that's a much better solution than having it rust away in some field or scrapyard somewhere, don't you agree?). It's also better to share the economical burden of such a project, but that's not to say that the best decisions has been taken. It's especially alarming that so many scientific experimental modules has been scrapped, some of which when they've already been constructed.
A not-surprising development. Thanks to that irregularly scheduled money sink known as the Space Shuttle, the U.S. has nothing that could possibly support a manned lunar mission. The supposed Bush Doctrine for Space is nothing more than bluster to cover up our incapacity.
