What the hell is NTVDM.EXE?!?!?!

Well, it's really not the setting up that I need help with, I don't even get that far with this. I am going by a link someone sent me on how to set it up. It seems simple enough but when I run the command, it gives me an error: "NTVDM.EXE has encountered a problem and needs to close. We are sorry for the inconvenience." and then gives me a bit more, asks if I want to send the report to MS. And then shuts down the promt and I can't get the info I need.

Now, what the fuck is this all about and how can I fix it and get on with my life?

NTVDM is only used to run 16-bit programs which are increasingly rare (except for some programs that use ancient installers)

The problem that I had is that whenever I tried to run command, I get that this isn't working blah blah blah. All I want to do is set up a static IP for the router. Goodness, such a pain.
