Future Klingons suck?
They were chasing future Janeway's suttle and firing at armor with no effect. So does that mean they'd fall behind in the tech race and is now UFP's bitch?

Possible - the Klingons seem to have become dumber and dumber since TNG....
BTW, I have also noted that the TOS-era klingons, who were relatively cunning and intelligent, had short hair - while the TNG-era klingons looked like members of the band Jethro Tull, only with skull ridges. It's also notable that the smartest Klingon ever, General Chang, was bald. Is it possible that a Klingon's intelligence is inversely proportional to the length of his hair??

Given the long slow slide into a technological Dark Age it doesn't suprise me. Klingons seem to be falling farther and farther into barbarity and theocracy (almost the same thing really) and it comes as no suprise that their power has fallen with it. I remember in one TNG episode there was a single Klingon scientist....and it was mentioned that all the other klingons looked down on scientists in thier society.
I think it was the episode about metaphasic shielding or some such....

Well given that those where just slightly modified Neg'Vars in the hands of some rouge, we don't really know. But if they're worthwhile for him to keep around then they must be at least competitive in the way a WW1 dreadnought was in WW2. Otherwise they'd just be a massive waste.

USS Defiant could handle up to two minutes of full-on pounding from one of those Negh'vars with its SHIELDS DOWN. I'd say they're just fucking feeble, in any era. The Klingons must try to defeat their enemies with bad breath or something.

Perhaps they have their own variant on the 'Ackbar Slash'.....something to do with flushing the toilets in the general direction of the enemy? I recall the Defiant took 20-30 seconds from a Vor'Cha class attack cruiser. who's disruptors were being deflected to a degree with the tractor beam at the time. And that was still enough time to get through the ablative armour and nail the aft torpedo launchers, cloaking device and blow out a couple of plamsa conduits.
I never recall the Defiant going up against a Neg'Var class. Except the much larger one in the mirror universe. And that ship hammered the Defiant around until they got in right up on the ships skin and flew around it nailing weapons emplacements.
Hell that just shows how pathetic the technological difference between the mirror universe and the UFP is. The UFP's best warship in the Defiants size range on its first attack run utterly SHATTERED a BOP with a single volley of PPC fire, killed another in a short dogfight a few seconds later. The massive cruiser took multiple hits to bring its shields down to 20%. And then the Defiant was able to punch a hole in its forward shields within a minuite when she got in close and pounded it with constent straffing runs.

Not exactly. In the Klingon OOB, they serve as Frigates to the K'Vorts Cruiser, Vor'Cha's Heavy Cruiser and Neg'Var Battleship roles. In WOTW when holding back and simply trying to defend Dukuts ship, it managed to disable one of them without much of a problem then when Sisko authorised Worf to fire at will, they shattered one of them in a few seconds (though it required far more concentrated power then the BOP in Shattered Mirror which took a few hits and BOOM). Then it was being pounded by a Vor'Cha class cruiser for a few minuites while holding back, with its shields down and still managed to get away at high warp with nothing but the cloak and aft torpedo tubes gone.

Throughout the TNG era, the Klingons have seemed to lag badly in technology. The Vor'cha, to be fair, is a pretty nice ship, and the Neg'Var was fabulous. (The one Martok and Gowron were on, not Worf's Mirror Universe piece of shit.) But the overwhelming majority of the Klingon fleet are K'vort and B'rel-class birds of prey, which is just sad compared to what the Feds and Romulans are fielding. The Klingons must be building according to a quantity>quality mentality, not surprising since they're now run by religious zealot morons.
Too bad, so sad when compared to the late 23rd century. By ST6, the K'tinga-class cruisers had been beefed up enough to go one-to-one with an Excelsior. It seems not only was that the good old days of the UFP, but also for the Klingons.
