She's Zabrak. Presumably that's natural skin colouration.

Is it me... or does that jedi look a lot like Tarkin's non-evil twin?

A space aryan! Though it's nice to see a female officer in the Imperial Forces. She appears to be a stormtrooper high-general, too, no less. Her game entry seems to suggest that she's a pilot of some type though.

I wish these people would give the SWTC ranks page a once over while doing character design.

He does look like a younger Tarkin with a different hair style.

Anyone know what the deal is with the figure who looks like one of the Emperor's guards except his outfit is all black. He also appears to have a lightsaber pike.

They appear to be special 'Black Guards' of some kind. Perhaps a reference to the Sovereign Protectors of the Dark Empire books.

They might also be created by Vader as a counterpoint to Palpatine's Red Guard? Or elite troops to help him hunt down Jedi with.

Only in that picture, or maybe it is just the action figure. But you are right, I definitely see it. He doesn't look that way in any other images IMHO.

Yes it is a wiki article. but the source is a hyperspace article, of which I am not able to view. They're called Shadow Guards.

The Wookiepedia Entry says her name is Juno Eclipse and she's supposed to be the Apprentice's main squeeze.
