Didn't he wield his own little rebellion in those years, though? Those plans could have been made by him for an invasion by his own forces.
It's possible, but Tycho's words seemed to indicate that they were drawn up for the NR's use.

Wasn't Iblis one of the founding members of the Alliance? When did he have his tiff with Mon Mothma and piss off? Could it have been post Endor?

I caught that, I figured he was talking about retaking it after it fell to the Dark Empire
