Yes, as many as 28 if they're using Greek single-digit nomenclature for their battle groups. At 7 capships per battlegroup, this is around 200 capships total. This is actually not unreasonable, since they usually employ lots of shuttles, runabouts, and fighters in DS9 combat, thus bumping up their fleet counts to many times that (and don't give me this "they don't count small ships as "ships" nonsense; you'll have to prove that).
You do not know the size of the border area in question nor how many other ships the Federation still had core ward. We already know as of VGR End Game they can get damned near 30 ships in less then 10 minutes time to defend Earth.
Maybe they were expecting something. In "Paradise Lost", they had precisely ONE ship defending Earth.
Actually Runabouts are frequently NOT used for combat unless they are VERY desperate. Shuttles are never used for combat. Only fighters, and that was only in two major battles and one minor battle that we know of. Typically the Federation relies heavily on its capital ships. Notice that Battle Group Omega was headed up by the USS Galaxy. If they had 28 such formations and had 196 ships on station on the Romulan border that quickly, thats actually a pretty respectable force.

Yes they did. The NR always had a whole sector fleet near by, plus more ships in system. IIRC Couracaunt had hundreads of ships before Isard decided to pull out.

Where was that sector fleet when Thrawn attacked or when Couracaunt was under siege durring the other Imperial offensive.

They were jamming communications. Leia says something about the attack not just a way to lure the sector fleet in.

Err, there was basically a ring of rubble around Coruscant after the reborn Emperor's attack on Coruscant. Many many of those ships did not appear to be Imperial in design. Quite possible it was the NR home defense fleet. Didn't the Imps attack with several hundred ships?

If anyone has the Imperial Sourcebook from WEG, I believe that had information on the size of Corsucant's fleet, though I may be mistaken. I know Dark Empire Sourcebook mentions the battle for Coruscant between the Warlords and the Republic, though that may not be as useful.

Misleading--they didn't have anything Imperator-class or larger there inthose numbers at a time.

Victory Mk. II's and below were stationed on the surface, and God knows how many Corvette sized ships and frigates (and there are private fleets up those sized vessels up there too).

I'd say Carrack and below probably includes hundred ships or more easily mounted above and on Coruscant w/ several ISDs at any given time permanently stationed.

Irrelevent. Byss was a hub of fleet resources withdrawn from the galaxy proper after Palpatine's death at a Endor. It serves as an advanced shipyard and superweapons' construction facility as well. As such, it fullfills three roles Coruscant never did that neccessitate and justify an enormous fleet presence.
