I would not bet on nontransmission after a vasectomy.
I think some prostate fluid is also present in ejaculate, I don't know whether that is also secreted without sperm. I'd think so, because with a vasectomy only the semen ducts are interrupted (?).

I wouldn't be sure that the virus is only transmitted by sperm. I think it's in the fluid as well. I'm no expert, but it is regularly said that vasectomies stop pregnancy but not STDs.

As for the oral sex, I believe that no case of transfer of HIV by oral sex has been found, but most researchers agree that it is possible. And there's always the chance that small tears in the skin on the penis will leak blood into small tears in the skin of the vagina, mouth or anus, so it's always possible.

OBJECTIVE. In previous studies we found that HIV cDNA was associated with the cellular fraction of semen in 80% of culture-positive specimens. Vasectomy eliminates sperm and reduces leukocytosis in the ejaculate and thus may decrease the sheding of HIV in semen. Two subjects who were PCR-negative before vasectomy remained negative following vasectomy The median HIV cDNA score was reduced from 24/ml of semen (range 0-152) before vasectomy to 0/ml of semen (range 0-37) after vasectomy (P less than 0.06, Wilcoxon signed rank test).

Even after a vasectomy, a man will still ejaculate seminal fluid produced by the prostate and other sex glands. The newest article I could find concerning whether vasectomy at least lowers the transmission risk dates back to 1998 and concludes that "vasectomy may have minimal impact on the infectiousness of HIV seropositive men on sexual partners." After that, research on the topic seems to have been abandoned.

Er, no. HIV is not transmitted by sperm. Although I'm not familiar with the exact biological mechanism, there's no a priori reason to think that it can't be transmitted through seminal fluid.

On topic, I never thought about this angle in the fight against aids... I've tryed finding more articles but nothing really comes up. You would think they would research more into this than previously done.
