Even with terminator armor and their stances taken into account, it would seem that Horus is three to five inches taller than the Emperor.
Also, regarding Sanguinius, there is a SM helmet lying directly beside him. Clearly it belongs to one of the Emperor's supporters (from the spike). His head lloks to be twice as big as this helmet (perhaps 2.5 to 3 times larger than a SM's head).
But at the same time, the skulls on Horus' belt look commesurate in size with Sang's head. And the helmet on the ground looks almost out of place due to its tinyness-perhaps it ought to be discounted (seriously, it's in the foreground, but it would barely fit a CSM standing in the background if you just copy-pasted it).
Another measuring stick is standing less than five feet from Horus on the same platform. See the standard chaos space marine, the man directly below the power claw's wrist? This man seems that he would stand about nipple-height on the primarch if they were shoulder to shoulder.
